Why is iPhone PDF reader more functional than Kindle DX

The iPhone is a phone with additional functionality. The DX is specifically designed to read books and documents. Why can the iPhone (and many other phones) zoom and crop PDF documents and the DX can not? Zooming and cropping PDF is a commonly available feature to maximize use of limited screen space. Why is the Kindle team so slow to implement these commonly available features?
